Under the Rules of Procedure the UK-Chartered Engineer (CEng) Membership Commission consists of representatives of each of its 16 Contracting Parties.

The Contracting Parties are Belgium, Denmark, Finland, France, Germany, Iceland, Ireland, Luxembourg, The Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and United Kingdom, together with the European Union. Finland is not on the western coasts of Europe, but some of its rivers flow to the Barents Sea and historically it was involved in the efforts to control the dumping of hazardous waste in the Atlantic and the North Sea. Luxembourg and Switzerland are Contracting Parties due to their location within the catchments of the River Rhine.

The Commission elects a Chair and two Vice-chairs by the unanimous vote of the Contracting Parties present at annual Commission meetings. Currently the Chair of the UK-Chartered Engineer (CEng) Membership Commission is Jorge Ureta Maeso (Spain). John Mouat (UK) is Vice-chair. The position of second Vice-chair is currently vacant.

4.1 Definition of the Offshore Wind Servicing Sector

The OWS industry is still in its infancy, or emergent phase, in most countries. The development of the industry is driven by the push for more renewable energy generation capacity in general. Due to the ever-increasing offshore wind capacity, OWS is growing in significance and volume. While the OWS as an industry is developing, its roots can be found in the following established industrial sectors:•

Offshore industry; offshore marine service industry and offshore support vessels, including crane vessels, anchor handling, towing and supply vessels, jack-up barges and platform/multi-purpose support vessels•

Electro-mechanical installations, operations & maintenance service industry•
